Executive Summary of the Project
NSS Training College Ottapalam was established in the year 1960. It is the only aided training college in Palakkad district. The college is affiliated to Calicut University and is included under sections 2(f) and 12B of the University Grants Commission (UGC). The college was graded A with CGPA 3.36by the National Assessment and Accreditation Council (NAAC) after the second cycle of reaccreditation of the college in 2016. At present, the college offers B.Ed, M.Ed and Research programmes. The college is an approved research centre in Education of the University of Calicut.
The present proposal has been formulated by strictly following the guidelines of the RUSA and by considering several aspects including the master plan of the college and the action plan prepared by the IQAC of the college. Apart from that, the emphasis has been given to the recommendations and suggestions provided by the NAAC peer team. Attention has been paid to improve the academic performance, research output and overall quality of the college.
The proposal is structured in three chapters. Chapter 1 provides an introduction of the college. The vision and the mission of the college are stated in this chapter followed by the important aims and objectives. Chapter 2 presents the institutional identity and academic programmes of the college. The details regarding the Principal and RUSA project monitoring committee are also given. Chapter 3 focuses on the detailed report of various proposals under Construction (Proposal 1), Renovation (Proposal 2) and Purchase (Proposal 3).
Proposal 1 deals with the construction of the two-storied building in the existing M.Ed block of the college, which is essential to provide adequate working space for the smooth functioning of the college. Proposal 2 describes various items related to the renovation of the existing facility of the college that will definitely lead to an immediate quality gain. The prime objective of Proposal 3 is to purchase sophisticated equipments for the setting up of digitalized classrooms. In short, the actualization of the present project may not only satisfy the critical infrastructure needs of the college but also provide a better academic ambiance to the entire institution.
Chapter 1
Preamble
N.S.S. Training College, Ottapalam is one of the scores of educational institutions, ranging from elementary schools to Grade I colleges, owned and managed by Nair Service Society. Nair Service Society, a registered charitable society, was founded in the year 1914 by late Mannath Padmanabhan, the legendary social reformer, educationist and visionary. Today its organs or units sprawl from one end of the state to the other, and even beyond the boundaries of the state playing a pivotal role in the social transformation of the state by means of the mighty tool of widespread education.
Most of the N.S.S. Educational institutions are in remote villages that would ever have remained obscure and unawakened had it not been for the temples of learning N.S.S. chose to establish in these areas. Chroniclers have never been slow or hesitant in acknowledging the signal role these institutions have been playing as agents of speedy progress and change with its motto,“EDUCATION FOR ALL”.
The crying need for a college of Teacher Education in Palakkad District struck Mannath Padmanabhan as early as 1960, a time when such a college was absent in the entire area. Aspiring students of Education, therefore, had to move to places far from their homes, and the result was that trained teachers were hard to come by. Often schools had to recruit untrained teachers which affected adversely the standards of teaching and learning in the schools.
Comparatively, women were the worst affected in the absence of teacher-education facilities near their homes. Though there were plenty of girl’s schools in the area, the number of women-teachers available was fewer. The opening of this institution was a boon for the women who aspired for the profession of teaching. This institution has paved for them the way to empower themselves with greater educational attainments. Thus the role that this institution has played in the development and empowerment of the women community of the state is a vital and pioneering one.
Ottapalam stands on the banks of Nila, the river that meanders through the whole of south Malabar districts of Thrissur and Palakkad and Malappuram and it epitomizes the rich age-old culture of Valluvanad, a geographical area that still stands untouched by the pathetic aftermaths of mindless industrial growth and wanton commercial exploitation. A paradise marked by pure serene idyllic charm, Ottapalam is also known for top diplomats like Mr. K.P.S. Menon, Scientists like Dr. M.G.K. Menon and legal luminaries and statesmen like Mr. Chettur Sankaran Nair and Mr. V.P. Menon. The very high standards of education the area maintained justified the founder’s plan to set up an institution of teacher’s training here.
The college was established in 1960 and is affiliated to the University of Calicut. To start with it imparted instruction for one year B.Ed. Degree course with eighty students on the rolls and in thirty-five years the student strength rose to three hundred and became the biggest college of teacher education in the state. Another milestone in the growth of the college was the commencement of M.Ed. course in 1995 which raised the status of the college to a full-fledged institution of teacher education.ln 2018 the college is approved as the Research Centre in Education of the University of Calicut.
Consequent upon the introduction of the two years B.Ed. and M.Ed. program in 2015 the institution offers B.Ed. course in six subjects viz, English, Malayalam, Mathematics, Natural Science, Physical Science and Social Science to 100 students and M.Ed. program to 50 students. The college has 22 teachers on its faculty including the principal and 11 administrative staff.
The college functions in 5 multistoried blocks – the administrative block, Library block, Auditorium block, P.G. block,and annex.
The college is set up with the broad objective of providing education for the prospective teachers. We aim at forming socially committed, intellectually competent, secular-minded, truthful, just and humane teachers of tomorrow. Excellence is our motto. The institution will nurture each student to actualize his potentials to become efficient, skillful, competent, and responsible and dedicated to the profession of teaching and to the community. Detailed Proposal and Justification
Proposal I construction
Proposal 1 is exclusively devoted to the construction of a new research block for the college.At present Research Centre has been functioning in a totally congested space in the PG block of the college which was constructed in 2015, therefore, the present proposal to construct a block is the initial step for the realization of our target
The college has been approved as a research center in education from 2017 onwards. The college is equipped with a well equipped library and a computer lab but it is stillin a position to keep with more research facilities and technological facilities.The college needs a well-developed seminar hall with Wi-Fi facilities and more classrooms .We are in a plan to build two stories for the research block it should be equipped with a full-fledged seminar hall and special departmental library for research scholars also want to construct more rooms for research Scholars with all facilities.
It is compulsory in the changing climate to protect the building with strong Truss work it has to be completed on the total area of the building a team lead by assistant engineer PWD construction Ottapalam has visited and physically verified the area and prepared a detailed report for the construction of two-story block supported with solar panels and rainwater harvesting system in addition to the basic facilities such as space for graphics facilities rest room for girls and boys and toilet facilities for boys and girls .In the proposal, the teamrecommended that the construction of the first and second floor using concrete and a staire case room in thethird-floor .
Problem Statement and Justification
The PG block of the college was constructed in 2015 when the college has one year M.Ed course and one year B.Ed course and running total of seven courses and batches now the duration of the B.Ed course is 2 year and the duration of the M.Ed course is also 2 year. Duration of the research program is minimum 3 years and hence the college has 3 M.Ed batches, 12 B.Ed batches, and Research programs.The computer lab psychology lab and girls common room and Research Centre has been functioning in a congested space in the PG block. Now it is totally congested with no space to accommodate all students, records ,reprographicfacilities, toilets etc.So we have to improve the facilities.Construction of a new block will offer a permanent solution to the overcrowded PG block the abstract of the estimate for the construction prepared by the assistant engineer is presented below
The college has 1 bore well constructed 30 years before and it is a complaint. so we have to construct a new bore well and it will help the water supply to the student’s teachers and also for the community because of the college act as Centre for so many community services like flood relief camp election camp etc.
Proposal II
Renovation of Library
The college has a large library having more than 15000 books.Now this library is situated in the second floor of the new building and a portion of this hall has separated as a reference section.The floor of the two sections of this library should be furnished by covering ceramic or vitrified tiles. It helps to keep the books, newspapers and journals dust free and students will get a clean atmosphere which will improve the ambiance of reading.
Library Automation
The library is having more than 15000 books. The automation of this library helps to reduce the workload of the librarian and this extra time can be utilized for answering the reference questions of the students and helps students having trouble in searching or finding the right information. Automation helps to catalogimprovement, easier access, collection etc.Automation is also a way of preparing the collection to become sustainable with the ever-increasing shift to a technology-based society, in terms of information, dissemination, paired with theever-increasing amount of funding for the library.
Metallic Roofing and Fixing Tiles In Washing Area
More than 250 students are studying in this college in an academic year 90 percent of them are girls. Day scholars bring their lunch from home. The handwashing facilities are limited in the college now. The water taps are fitted on the back side of the main hall. At the time of raining the students face great difficulty for washing hands and cleaning their lunch boxes. So a roof should be built over this area and the floor should be tiled along with more tapes and wash basins.

Auditorium and indoor stadium
in between the new block and the old block, there is a small ground of 20* 60 meters area At one side of the rectangle shaped ground there is an open stage.Front side of the stage can be utilized as an Indoor Stadium for games if this ground is roofed with metal roofing sheet. The floor of this ground should be covered with interlocking tiles.when completing this work this area can be used as an indoor Stadium and a large auditorium. This auditorium and the indoor stadium can be utilized for the community purposes on holidays
A college or a school sometimes serve the function s other than academics.it could be a refugee camp for hundreds of people during natural calamities and our college has proven to be a most promising one during the devastating floods which hot Kerala during aug, 2018. Our college general hall was the shelter to flood-affected people for weeks.It is a place where free health checkups, blood donation camps, and public meetings are held.it is a venue for our basic school to conduct PTA meetings and academic sessions beneficial for school students.Moreover, it is a colesium for our students to plan, organize,and perform their creative talents breaking the integuments of all inhibitions.
Fixing Tile In The General Hall
The general hall of the college is on the ground floor of the new building.This hall should be furnished with vitrified tiles to avoid dust problems.
Renovation of Language Lab
The prime objective of language lab is to develop the fourfold language skills of learners in the target language. today’s job market demands proficiency in the English language as the prime necessity along with candidates academic qualifications. Structuring alanguage lab in our institution helps prospective teachers,let it be from any subjects,to polish their language skills through self-paced practices. moreover, the students of our basic schools and neighborhood s can utilize the possibilities of the set language lab in nurturing their LSRW skills.
In this era of information technology professional institution like ourscan make use of collaborative online platforms for the betterment of instruction.
Renovation of Computer Lab
For teacher educators setting up a CL with internet facilityismeans to access information instantly and to be abreast with the latest trends and methods in teaching and learning.it is very useful in PPT presentation and structuring lesson plans based on ICT.Prospective teachers can make use of CL for webinars,blogs,participating in MOOCs,doing projects online and much more. Being a research centre CL is highly significant for research scholars. The possibilities of using CL for the benefit of public will also be explored. Mathematics laboratories are toinvestigating and experiment individually and in the group.Mathematics laboratory and classrooms have to be renovated mathematics laboratory is a space to explore and design new mathematical activities mathematics laboratory takes student teacher’s knowledge beyond the curriculum and provides an opportunity for the student teachers and teacher educators to visualize manipulate reason and process hands-on mathematical activities.The department of mathematics education needs enough space for the display of instructional devices like pictures,concretematerials, models bulletin board blackboard etc for remedial as well as enrichment activities. The present mathematics laboratory has a shortage of space and shelves for the effective utilization of the resources in the lab.
Science Laboratories
well equipped and maintained science laboratory is a piece of prime importance to the teaching-learning process of science subjects like physics chemistry botany and Zoology there are two science Laboratories in the college one is natural science laboratory and the other is physical science laboratory. The main objective of the science laboratory is to provide first-hand experience on experimentation. for the last 10 years the departments of natural science and Physical Science are in the process of purchasing new equipment and instruments as a part of these we have already purchased a refrigerator microscopes model of the Skeleton and various Chemicals etc so there is a need to modernize the laboratory and make necessary arrangements for keeping these instruments and providing adequate space for conducting experiments for both Physical Science students and natural Science students
Social Science laboratory
An a well equipped social science laboratory is essential for the effective teaching of Social Science subjects like history economics Geography sociology etc our college offered B.Ed in social science and we have a well-equipped laboratory and it contains various equipment like maps, stethoscopes , telescopes,globe, charts, picturesequipment etc Social Studies plays a very important role for the socialization of the younger generation in our so science laboratory there are so many equipments and Apparatus but they are not in a position to utilizing it effectively because of the shortage of space and facilities for keeping these equipment so there is an urgent need for the renovation of existing social science method Laboratory
College Gymnasium
A well equipped physical education room is a precondition for the effective teaching of physical education and health education. Palakkad district occupied every dominant role in shaping and molding physical education teachers and athletes in Kerala state as well as for National level.So a well equipped physical education laboratory and gymnasium are essential for the smooth development of Physical health of the teacher trainees and teacher educators so we are in need of an urgent renovation and providing enough facilities for keeping and equipping equipment in the gymnasium and physical education

P.1 Furniture
The college start work in the year 1960 .many of the furniture used in our college is either slightly damaged or outdated. Moreover, we got a research center in education and start to work in this year. So we need an adequate number of furniture for each classes of B. Ed and M. Ed and research centre. Father the shelves and almirahs to keep the record of students in the office are also damaged and got attack from termites and rats. So we have to replace all these furniture to maintain the quality in the campus

P2 Camera SLR
To record the important events conducted in the college for the purpose of NAAC IQAC and other authorities we have to keep a record of photographs. Moreover, students need a photographic record of their community living camp micro teaching and other important practical activities like participation in sports arts field trip etc. For this event we need a camera with zooming facilities. We have 6 subject classes for the 1st year and 6th subject classes for the second year of the B.Ed course similarly two classes are there for M Ed. The coursework of educational research is carried out in one additional class. All together we conduct 15 classes simultaneously in the campus. We have only one working projector in the college. So feel difficulty to conduct ICT classes for studentsand in the new era of the digital age as teacher educators we have to conduct classes using ICT and moreover the students have to practice digital pedagogy as mentioned in their curriculum…so we need adequate facilities in the classes for digital techno-pedagogy.

In the college we practice the students to create MOOC courses to run in the swayam platform of the MHRD. Some of the teachers in the college are already conducted MOOC courses in the swayam platform. In order to record the video lesson of the teachers as well as to practice for students, we need is a digital studio for recording video lecturing…for this purpose, we need at least one digital video camera and tripod stand flashlight and background screens.

So in order to conduct any announcement from the principal’s room to all students, it is very difficult with the help of an attender. in order to reduce such a difficulty, we need a centralized announcement system in which the principal can address the whole classes or address only specific class.
